Pesticide Products - Special State Registrations
Special Local Need (SLN) – 24(c) Registrations
A special local need (SLN) is defined as, “an existing or imminent pest problem within a State for which the State lead agency, based upon satisfactory supporting information has determined that an appropriate federally registered pesticide is not sufficiently available”, 40 CFR 162.151(i).
OISC will work with local personnel to confirm the need for the SLN in the state. Once a need for an SLN is identified, OISC will contact the registrant and identify the next steps. The registrant is responsible for drafting the SLN label and submitting the 8570-25 form, letter of support, application and fee to OISC. OISC will submit the final package to EPA. Upon submission, EPA has 90 days to object.
Conditions of a Section 24(c)
Under FIFRA section 24(c), each State is authorized to register a new end use product for any use, or an additional use of a federally registered pesticide product, if the following conditions exist, 40 CFR 162.152(a):
- There is a special local need for the use within the State;
- The use is covered by necessary tolerances, exemptions or other clearances under the Federal Food, Drug and Cosmetic Act (21 U.S.C. 346 et seq.), if the use is a food or feed use;
- Registration for the same use has not previously been denied, disapproved, suspended or cancelled by the Administrator, or voluntarily cancelled by the registrant subsequent to issuance by the Administrator of a notice of intent to cancel that registration, because of health or environmental concerns about an ingredient contained in the pesticide product, unless such denial, disapproval, suspension or cancellation has been superseded by subsequent action of the Administrator; and
- The registration is in accord with the purposes of FIFRA.

Current Special Local Need Labels for Indiana:
Section 24(c) SLN labels are valid only in the state of issue. Persons must have in their possession a valid Indiana SLN label when using a pesticide pursuant to a section 24(c) SLN registration.
